As soon as you type/paste in the article title - that's why the list of articles pops-up to the right. It's designed to show you the article you're in the process of submitting is likely a repost of a prior article. You can/should click on those links with the same/most similar titles and insure that you're not reposting a news article.
The general rule of thumb, is that if there is signficant new information in the article, then it is acceptable to post it.
Realize, that many "news" agency utilize the various wire services in sourcing the news they offer. In some cases they post it to their websites, word-for-word without changes, in others they either simply add one or a few introductory paragraphs, or re-write the article in their own style. Sometimes they do nothing more than make minor changes to the title of news article.
